CONSTITUTION OF THE MOVEMENT FOR THE REPUBLIC AND DEMOCRACY (MRD)

We, The Rwandan people, men and women, young and old, all ethnic groups (Twa, Tutsi and Hutu) loving peace, freedom, human dignity, and the equality of all, the basis of the Republic and Rule of law;

Firmly supported by all the Rwandan people exasperated by the monarchical and tyrannical system and ideology of the RPF (formerly UNAR, the Mwami Party) and Kagame on the throne;

Deeply united by, and attached to, the republican and democratic values that led our people (RUBANDA) to the Revolution of 1959 and independence of 1962;

Motivated by love for our Motherland Rwanda, and refusing all pessimism and fatalism;

We are determined to work together as Republicans, by all possible and legitimate means, for political change in Rwanda, in order to bring about a more just and secure Rwandan society for all the sons and daughters of Rwanda and in the interest of all the peoples of the sub-region.

                                                  For this purpose:

Considering the return of the feudal-monarchical regime (UBWAMI) to Rwanda by the RPF (UNAR new look), which only believes in the force of arms, instead of working for democratic reforms, and which, for three decades, persists in muzzling, oppressing and crushing all social, democratic and freedom demands;

Considering that this criminal power continues its hunt for Rwandan refugees wherever they are and eliminates them by all means;

Considering that Mwami Kagame and his regime continue to practice large-scale demonization as well as ethnic discrimination and persecution, designating Rwandans of Hutu ethnicity as solely responsible for Rwandan evil and obliterating the crimes committed by them and their army both inside Rwanda and outside its borders;

Considering the Machiavellian plan of the RPF, namely the destabilization and weakening of the regimes in place in the countries of the Great Lakes Region of Africa and with a view to the exploitation of the resources which these countries abound;

Considering the tinkering with the Constitution in 2015, where Mwami Kagame offered himself a presidency for life to hold absolute and monarchical power as it was under the UNAR regime before the 1959 Revolution;

Considering the state terrorism at work in Rwanda which is characterized in the country by widespread and systematic violations of fundamental freedoms, the kidnapping and assassination of opponents;

Considering that the absolutism of a segregationist and barbaric State makes the stability of Rwanda and the sub-region impossible and unthinkable;

Considering that we cannot allow the evil of the monarchical and tyrannical ideology of the RPF-UNAR to be an inevitability for future generations.

                                              Moreover:

Given the implacable observation of the genocidal extremism of the RPF which only believes in the force of arms, this observation has led us to call on all Rwandans to unite their forces and their energy in order to constitute a coalition of Republicans and Democrats who will be the spearhead of the revolution that the common people are setting in motion;

Given the incessant calls from the Rwandan people individuals, groups, associations, civil society and opposition parties, the most recent of which is the Solemn Manifesto of the Rwandan Forces for the Republic and Democracy of November 10, 2023 calling on all Rwandans, the Republicans and Democrats in particular, to stand up as one man to eradicate the criminal hegemony of the RPF-UNAR regime, safeguard the Republic and establish democracy in our country Rwanda, we decide, here and now, to respond to these calls by launching the MOVEMENT FOR THE REPUBLIC AND DEMOCRACY (MRD).

Also, the MRD's mission is to bring together and support all Rwandans without distinction on the path to liberation and the restoration of the achievements of the 1959 Revolution, through a common front of Republicans with the aim of reviving in Rwanda the ideals and values of the Republic and democracy.

To do this, the MRD will carry out political activities, revolutionary actions, civil disobedience, etc. using all ways and means recognized by international law.

The MRD is a movement of all the Rwandan people “RUBANDA” and of all those who believe in its republican ideal without discrimination. The MRD will defend republican values and principles, in particular the freedom and equality of all before the law, while respecting and protecting the rights of those with a different ideology, whatever their ethnicity, their geographical origin and their religion.

The MRD will be on the front line to defend the people. Its forces will work hand in hand with the population to enable them to recover their rights, their physical and moral integrity. We are determined to defend human rights and to restore the legitimacy of national and international laws protecting all citizens.

With the support of our people, the support of the region and the international community, we will intensify the struggle as a people against dictatorship and oppression until the final victory of right against tyranny.

Our actions aim simply and fundamentally at the restoration of democracy, the reestablishment of all rights and the principle of equality within the population of this country that we cherish above all else. Our struggle is not vengeful, it is intended to unite all Rwandans and ensure true reconciliation of the Rwandan people, to promote real and lasting peace and stability throughout the region.

We condemn, with all firmness, the current war of aggression led by the expansionist tyrant Paul Kagame and his army which, ambushed in the M23, is sowing death and desolation in Kivu but also in Rwanda where the bereaved families do not even have the right to mourn for their children.

The MRD takes AN OATH, before the Rwandan people and the region, as well as before History, to put an end to these incessant wars and the destabilization of neighboring countries by the RPF regime before creating the conditions for reunion, friendship and harmony of the people and citizens of the sub-region.

Therefore, we launch a solemn appeal to all Rwandans but also to anyone who loves justice and freedom to join and/or support the Movement for the Republic and Democracy so that together we form a republican front and that peace and security finally reign in Rwanda and in the sub-region.
