Kagame Accused of Massive training of Intore Militias to destabilize the region

As relations between Kigali and its neigbourng countries continue to become frostier, Rwanda has come under fire for training its youth militias to send them abroad with the aim of destabilizing the region. This followed after Paul Kagame passed out 568 trainees including 430 Rwandan residents and 138 Rwandans residing in 20 countries across the world during closing ceremony of Itorero Indangamirwa XI.
The members of the alleged youth militias from abroad who attended Itorero Indangamirwa XI came from Uganda Belgium, Canada, China; Cyprus, DRC, Germany, Ghana; India, Ireland, Israel, Japan, Kenya, Mauritius, Poland, Singapore, Saudi Arabia, UK, USA, and Denmark where most of Rwandan dissidents ran to for their lives after disagreeing with government in Kigali. The youth under went five weeks intensive training which included basic military training, intelligence and counterterrorism at function that took place at Gabiro Combat Training Centre in Gatsibo district, Eastern Province. The participants were also equipped with training in weaponry handling, military techniques – drills, ideas in close combats, intelligence gathering techniques, information warfare, relationship/trust building techniques and political education.
It is reported that while passing Intore, Kagame reminded them that the first line of defense against any enemy is intelligence (ubutatsi). “In his speech to his intore militias who had just concluded a five week intensive military and intelligence course, Kagame repeated the word intelligence (Ubutatsi) more than five times, and explaining why it’s crucial for the security of the country”. “For those who understand on Rwanda’s social – political status, well know that everyone is a potential spy. We have witnessed parents spying on their children and vice versa, relatives spying on relatives, neighbors spying on neighbors, employees spying on their employers…etc. It is a total police state”.
“For those who are always opening their zips, my advice to your own safety, keep your zips up or look somewhere else, but not in the Lands of criminal Paul Kagame”.Says Rpf Gakwerere one of both Kigali establishment and Kagame critiques. Gakwerere says after being passed, those who are residents in other countries for example Uganda or Tanzania, once they return, they will report to their respective Rwandan embassies for intelligence cell allocation.
“It’s from here that the 1st secretary of the embassy who are all DMI external operatives within the embassy will allocate them to operational cells depending on their area of residence/town(s)”. “With this group, they report directly to DMI headquarter. Once they finish the training, for those who joined from outside Rwanda, they are given abundant cash to start businesses or any other project i.e. education studies, prostitution mainly as intelligence gathering tool or elimination leeway. In other cases, they are helped to secure employment in strategic positions in their respective countries of residence” He adds. He further said that “For Kagame, the focus is always to get enough recruits for this programme from great lakes region – SADEC countries”. Rwandan has always been accused of trying to interfere with security systems of its neighbors something it has continuously denied. For example Burundi is accusing Kigali of being behind the attempted coup against President Pierre Nkurunzinza while he was attending a conference in Arusha Tanzania.
Bujumbura further says Rwanda went on and offered sanctuary to the leaders of the failed coup plotters who fled the country in 2015. There have been reports Kigali of trying to penetrate security in Kampala with the view of causing regime change in Uganda something the latter also denies. This was followed by the arrest of former Inspector General of Uganda police Gen Kale Kayihura by the Ugandan military for having links with Kigali and planning to overthrow the government. Ugandan military is also having in its custody senior police officers, immigration officers, officials from the ministry of internal affairs and some Rwandese nationals who have been pausing as refugees in Uganda while on spy missions including former Rwandan army officers like Rene Rutagungira.
Senior Ugandan police officers have been accused of illegal repatriation of Rwandan asylum seekers in Uganda and handing them over to authorities in Rwanda while officials from the immigration department are accused of helping some foreigners to acquire Ugandan passports to carry out their dubious missions.
