Queries as Ugandans’ Employment Contracts are Terminated in Rwanda
Several Ugandans working in Rwandan institutions have lost their jobs under unclear circumstances, officials said Wednesday, signaling possible deterioration of ties between the two sister countries. Some of the affected Ugandans have occupied high profile positions in the private and government bodies for many years.
The first victim is Vivian Igunduura, the deputy Managing Director of Cogebanque – the third largest bank in Rwanda. ChimpReports has established that she received a notice informing her of the bank’s decision to terminate her contract in October. No reason was given for this decision. Vivian is the wife of former Uganda Civil Aviation Authority (CAA) Public Affairs Manager, Ignie Igunduura.
Beatrice Kibwika Kantono, who has been working with MTN Rwanda as an Information Technology Audit/Risk Manager, has been asked to quit. She was informed mid-September that her services were no longer needed. A one Ojongoro who was employed as Chief Finance Officer of National Bank of Rwanda had his contract terminated in October. ChimpReports has also established that two Ugandans occupying senior positions in RwandAir have been told their contracts won’t be renewed.
The affected officials are deployed in the Engineering and Finance departments of the national airline. An official conversant with the new development says “everything is done verbally,” adding, “No reason is given for not renewing the work permits.” The Head of Public Diplomacy at the Ministry of Foreign Affairs in Kampala, Margaret Kafeero said she was yet to receive a brief on the matter. But highly placed sources said the matter was being handled at a “higher diplomatic level” with the view of avoiding further worsening of relations.
ChimpReports recently broke the story of a new cold war between Uganda and Rwanda over several issues related to defence and security, espionage and infrastructure projects among others. But Kafeero described the two sister countries’ ties as “strong” and “cordial”. Uganda military intelligence recently arrested senior police officials for illegal repatriation of Rwandan and South Sudanese refugees. Lt Joel Mutabazi who was extradited in 2013 was a former bodyguard of President Kagame.
He was sentenced to a life imprisonment after a trial at the military court in Kigali. Uganda’s Foreign Minister Henry Oryem Okello was quoted by RFI as saying Uganda was cleaning up. “What is happening here is that on our side we are just clearing up our house, which is in line with the expectations of the Rwandese government,” said Oryem. “We are not doing anything that will antagonise our relationship. We are just cleaning up our house to ensure that matters that had hung on our leadership are honest, transparent, as before.”
