Uganda:Police Commanders Grilled, Held at Military Intelligence Headquarters
Several Police commanders have reportedly been held by Uganda’s military intelligence, a move seen as President Museveni’s decisive action to crack down on criminality in the law enforcement body.
Highly placed security officials said Joel Aguma who heads the Police’s Professional Standards Unit and Nickson Agasirwe among others were today morning grilled by military intelligence officers on Museveni’s orders. The interrogation covered allegations of involvement in criminal activities such as armed robberies, murder and forceful repatriation of refugees from Uganda to Rwanda and South Sudan.
Insiders told ChimpReports on Monday night that Museveni was infuriated after IGP Gen Kale Kayihura fell short of taking action against suspected criminals in police. Museveni had on several occasions urged Kayihura to fire all officers suspected of participating in criminality. But the blow that the broke the camel’s back was an intelligence report showing police officers were forcefully sending back Rwandan and South Sudan refugees. According to the dossier authored by former police detective Ali Kabanda, several Rwandans were quietly repatriated by police, flouting international law that protects refugees.
Kabanda said in these operations, “we would move in a group of about eight people.” He added: “Also in the neighbouring Kenya and Tanzania were similar operations where, they would bring the victims, hand them over to us at Busia and Mutukula borders respectively. We would then pass on the same to Rwanda.” During the two months’ operation, Kabanda alleged Uganda police picked Rwandese from places like Mubende, Kiboga, Kampala (mostly in Kajjansi), Masaka, Mbarara, and Hoima among others.
